Reimagining a Government Landmark for a Low-Carbon Future

Originally constructed in 1973, Tom Johnson House was selected as the first State-owned Government workplace to undergo a comprehensive deep retrofit as part of Ireland’s Public Sector Decarbonisation Programme.

The ambition was clear: transform an ageing office building into a modern, high-performance workplace while dramatically reducing energy consumption, carbon emissions and operational costs.

Rather than demolishing and rebuilding, the project focused on retaining and upgrading the existing structure, preserving embodied carbon and demonstrating how existing buildings can play a central role in Ireland’s transition to a low-carbon future.

Today, the building serves as the headquarters of the Department of the Environment, Climate and Communications and accommodates the National Cyber Security Centre.

Delivering a Deep Retrofit Strategy

Lawler Consulting was appointed as Engineer of Record, responsible for delivering an integrated building services strategy aligned with the Office of Public Works’ decarbonisation objectives.

Working closely with the wider design team, our approach focused on creating an all-electric building supported by highly efficient mechanical and electrical systems while maximising the value of the existing asset.

Key elements of the strategy included:

  • High-efficiency heat pump technology
  • Roof-mounted photovoltaic generation
  • Automated natural ventilation systems
  • Significant building fabric upgrades
  • BIM LOD 400 coordination and design integration
  • Low-temperature heating and cooling systems

Particular emphasis was placed on balancing energy performance, occupant wellbeing and long-term operational resilience.

Transformational Results


  1. A2 BER Achievement – the completed retrofit improved the building’s BER from C3 to A2, delivering a significant improvement in overall building performance.
  2. Reduced Energy Consumption – the project is expected to reduce overall energy consumption by approximately 75%, supporting Government climate targets and reducing operational costs.
  3. Fossil Fuel-Free Operation – legacy fossil fuel systems were removed and replaced with modern electric technologies, creating a highly efficient low-carbon workplace.
  4. Preserving Embodied Carbon – by retaining and upgrading the existing structure, the project avoided the significant environmental impact associated with demolition and new construction.
  5. Public Sector Pathfinder Project – Tom Johnson House now stands as a benchmark for deep retrofit within the Irish public sector, demonstrating how existing buildings can be successfully transformed to meet modern sustainability and performance requirements.
